Mr. Boxberger called the January meeting of the Town of Watertown Planning Board to order at 3:00 p.m.
Motion 1-26: Motion by Mr. Smith, seconded by Mr. MacAdam to accept the minutes of the December 1, 2025 meeting as written and distributed.
Ayes All: Motion Carried.
Motion 2-26: Motion by Mr. Boxberger, seconded by Mr. Smith to reschedule the February meeting of Town of Watertown Planning Board for Wednesday, January 28, 2026 at 3:00 p.m. due to scheduling conflicts.
Ayes All: Motion Carried.
Motion 3-26: Motion by Mr. Boxberger, seconded by Mr. Smith to reschedule the March meeting of the Town of Watertown Planning Board for Wednesday, March 11, 2026 at 3:00 p.m. Due to scheduling conflicts.
Ayes All: Motion Carried.
Mr. Boxberger reminded everyone that registration material for the Local Government Conference is out. Please let Mrs. Desormo know if you are planning on attending. The conference is April 20th & 21st at Turning Stone.
PUBLIC HEARING – SITE PLAN
Mike Lundy – Jefferson County Industrial Park – Lot #11 – Tax Map #73.20-1-2.172.
Evidence was provided that notice was posted in the newspaper.
The public hearing was opened at 3:06 p.m. No one from the public wished to speak. The public hearing was closed at 3:07 p.m.
SUBDIVISION
Dale Morse/Greg Casselman – Falls Road – Preliminary Discussion for a 2 Lot Subdivision
The Board review proposed plans for a 2 lot subdivision on Falls Road. The proposed plans meet zoning requirements. Discussion followed.
Mr. Casselman will call Mrs. Desormo to get on the agenda when the survey is complete.

SITE PLAN/SPECIAL USE PERMIT
St. Lawrence Seaway/Greenwood Trust – 20356 County Route 63 – Tax Map #90.07-1-29.2 – Cell Tower.
James LaValle, Young/Sommer LLC, on behalf of St. Lawrence Seaway/Greenwood Trust, submitted an updated drawing of the proposed cell tower reflecting changes requested by National Grid.
The Ag Statement has been completed. Contact has also been made with the airport.
The EAF is corrected and will be emailed to Mrs. Desormo.
The site evaluation test are being scheduled. There has been some scheduling issues preventing them from having been performed.
Motion 4-26: Motion by Mr. Boxberger, seconded by Mr. Smith to schedule a public hearing on Wednesday, January 28, 2026 at 3:00 p.m. for St. Lawrence Seaway/Greenwood Trust for site plan/special use permit on property located at 20356 County Route 63, Tax Map #90.07-1-29.2.
Ayes All: Motion Carried.
This matter will be referred to the Jefferson County Department of Planning for review.
SITE PLAN
Mike Lundy – Jefferson County Industrial Park – Lot #11 – Tax Map #73.20-1-2.172 – Manufacturing Building – Site Plan.
Mr. Lundy submitted a color rendering and photometric drawing as requested at the December meeting.
A letter dated 11/26/25 from the Jefferson County Industrial Development Agency was entered into record (Attachment #1) stating that this proposed project will be reviewed at the January 8, 2026 meeting of the JCIDA Board of Directors.
Final approval on this proposed project will be conditional upon submission of an updated land study, final SWPPP, and water and sewer permits.
Mrs. Desormo asked that the name on the plans be corrected from City to Town of Watertown. She also requested that Mr. Lundy submit three (3) 11″ x 17″sets of plans.
Mr. Lundy asked that this matter be added to the Planning Board’s March 11, 2026 meeting.
Mike Lundy – Alexander Drive – Lot #6 – T. I. Ag Park – Tax Map #82.00-2-1.7 – Multi-Tenant Retail Plaza – Site Plan.
Mr. Lundy submitted the photometric drawing that was part of the conditional approval in Motion 103-25 from the December meeting.
Conditional approval for water and sewer still have not been met.

Mike Lundy – CWT Hatchery Expansion – 20835 Alexander Drive – T.I. Ag Park – Tax Map #82.00-2-1.5 – Preliminary Discussion for Expansion
Mr. Lundy presented preliminary plans for an expansion to CWT Hatchery in the T.I. Ag Park. Proposed plans include moving the parking to the west and building a two-story expansion on the north side of the existing building. Discussion followed.
Mr. Lundy plans on submitting plans at the January 28th Planning Board meeting.
SITE PLAN/SPECIAL USE PERMIT
St. Lawrence Seaway – James LaValle, Young/Sommer LLC – Preliminary Discussion for a Micro Wireless Communication Center on Route 3.
James LaValle, Young/Sommer LLC, on behalf of St. Lawrence Seaway, gave the Board a brief overview for a new project that is expected to be submitted to the Town of Watertown Planning Board next month.
The proposed project will be a micro wireless communication center. It will consist of mounting 4G antennas on existing National Grid poles near Target and Texas Roadhouse on Route 3 in the Town of Watertown. It is part of a network build-out happening in the area. Paperwork is expected to be submitted for the January 28th meeting.
SIGN PERMIT
Sally Beauty – 21862 Towne Center Drive, Tax Map #83.00-2-3.3 – Sign Permit
The Board reviewed a request to reface existing signage for Sally Beauty, 21862 Town Center Drive, Tax Map #83.00-2-3.3. Discussion followed.
Motion 5-26: Motion by Mr. Boxberger, seconded by Mr. MacAdam to waive sign plan review as this is replacement of an existing sign with only minor changes.
Ayes All: Motion Carried.
A zoning permit will be needed.
Motion 6-25: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the Meeting 4:15 p.m.
