Mr. Boxberger called the regular June meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Motion 39-25: Motion by Mr. MacAdam, seconded by Mr. Smith to accept the minutes of the May 5, 2025 meeting as written and distributed.

Ayes All: Motion Carried

PUBLIC HEARING – SITE PLAN/SPECIAL USE

American Tower – T-Mobil Northeast, LLC – 17726 Old Rome Road – Tax Map #90.00-6-9.331 – Change Out Antennas – Site Plan

Legal notice was posted in the newspaper.

The public hearing was opened at 3:03 p.m. No one from the public wished to speak.
The public hearing was closed at 3:04 p.m.

SIGN PERMIT

Beu Romano – 20768 NYS Route 12F – Tax Map #82.07-4-7.1 – Sign Permit.

No one was present.

LOT LINE ADJUSTMENT

Brent Desormo – 20708 Weaver Road – Tax Map #83.15-2-10/Joe Stevens – 20726 Weaver Road – Tax Map #83.15-1-10.5 – Lot Line Adjustment.

Pam Desormo recused herself from discussion on this proposed project.

Scott Kolb, Storino Surveying, on behalf of Brent Desormo/Joe Stevens presented proposed plans for a lot line adjustment at 20708/20726 Weaver Road – Tax Map #83.15-2-10/83.15-1-10.5. Discussion followed.

Motion 40-25: Motion by Mr. MacAdam, seconded by Mr. Smith to grant a lot line adjustment for Brent Desormo, 20708 Weaver Road and Joe Stevens, 20726 Weaver Road, as shown on plans prepared by Patsy Stornio, File No.12-041-Watertown, with a revision date of 5/30/2025. This lot line adjustment consists of taking out 2.381 acres out of Tax Map #83.15-1-10.5 and adding it to Tax Map #83.15-2-10.2, conditional upon satisfactory review of lot descriptions.

Jean Waterbury was a voting member on this matter.

Ayes All: Motion Carried.

Mrs. Desormo recused herself from voting.

Widrick/Rent-A-Wreck – 19101 US Route 11 – Tax Map #91.05-1-62.2 & 19107 US Route 11 – Tax Map 91.05-1-62.1 – Preliminary Lot Line Adjustment Discussion.

Patsy Stornio, on behalf of Widrick/Rent-A-Wreck discussed preliminary plans for a lot line adjustment at 19101/19107 US Route 11. This property consist of Tax Map #91.05-1-62.1, #91.05-1-62.2, and #91.05-1-63. The owner is looking to separate the storage units into a separate parcel from the rest of the business. He plans to combine Tax Map #90-05-1-62.1 and #90.05-1-62.2 followed by a lot line adjustment with Tax Map #90.05-1-63. Discussion followed.

It is the consensus of the Board that this proposed plan will meet zoning requirements.

SUBDIVISION

Gurney McCabe – 20958 NYS Route 232 – Tax Map #90.19-1-11 – 2 Lot Subdivision

No one was present.

Motion 41-25: Motion by Mr. Boxberger, seconded by Mrs. Desormo that the application package for Gurney McCabe, 20958 NYS Route 232 is incomplete and the Planning Board can take no action at this time.

SUBDIVISION/SITE PLAN

Terry Williams – 20516 Weaver Road – Tax Map #83.15-2-15.2 – 2 Lot Subdivision/Site Plan.

Pat Scordo, Austin Key, & Ryan Aubertine, GYMO, presented preliminary plans for subdivision/site plan at 20516 Weaver Road, Tax Map #83.15-2-15.2.

This proposed subdivision/site plan is needed to allow the Town to move forward with the creation of Water District No.7. A water booster pumping station will be housed at this location to service the new water district. The Town has been working to design this water district which is greatly needed in the eastern portion of the Town of Watertown. Discussion followed.

The Board asked that some type of vegetation be added to the final plans as a landscape buffer.

It is the consensus of the Board that the preliminary plans meet zoning requirements and the Planning Board offers their support.

SITE PLAN

Mirabito Holdings – 19950 Morse Lane – Tax Map #90.10-1-12 – Construction of a 2,400 Square Foot Office Building with an Attached Heated Storage Garage, 3,800 Square Foot 6-Bay Fueling Facility, 120 Square Foot Utility Shed, and two new 30,000 Gallon Propane Storage Tanks with Associated Equipment – Site Plan

John Bessette, Napieral Consulting, on behalf of Mirabito Holdings, submitted a full set of updated plans addressing concerns from the last meeting.

Changes include screening between residential properties with 5′ white pine trees, the water well was cited on the plans, the septic system was changed to an engineered system, dark sky compliant lighting was cited, the name of the road was corrected, a photo metric plan was submitted to address water runoff, and the Agriculture Data Statement was submitted. Discussion followed.

The Board expressed concerns with the white pine trees. They believe spruce would work better as they are deer resistant.

They still need to look into whether right-of-way use needs to be addressed on Morse Lane with Rudd’s as this is a private drive. Discussion followed.

Motion 42-25: Motion by Mr. Boxberger, seconded by Mr. MacAdam to grant site plan approval to Mirabito Holdings for the Propane Distribution Project located at 19950 Morse Lane, Tax Map #90.10-1-12. This approval is for the construction of a steel-framed 2,400 square foot office building with attached heated storage garage, a 3,800 square foot fueling facility, 1,200 square foot utility shed, and two (2) 30,000 gallon propane storage tanks with associated equipment as shown on plans prepared by Napierala Consulting, Project No. 25-2353, dated April 4, 2025, Sheet C-2, C-3, C-4, C-41, C-5, C-6, C-9, & C-10 with the notation that the white pine trees be replaced with a more deer resistant spruce tree, and a color rendered elevation drawing prepared by Essex Structural Steel Inc., Co., dated 6/2/25, with the understanding that no approval will be signed until the issue of guaranteed access on Morse Lane is submitted.

SITE PLAN/SPECIAL USE PERMIT
Centerline – American Tower – T-Mobil Northeast, LLC – 17726 Old Rome Road – Tax Map #90.00-6-9.331 – Change Out Antennas – Site Plan

This proposed project was not reviewed by Jefferson County Department of Planning due to an email glitch (Attachment #1). The Board was advised that it could proceed with approval.

Airian Eastman, Centerline, on behalf of American Tower and T-Mobil, was present. The Board reviewed the proposed plans. Discussion followed.

Motion 43-25: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant site plan approval and a special use permit for Centerline – American Tower – T-Mobil Northeast, LLC, 17726 Old Rome Road, Tax Map #90.00-6-9.331 to replace antennas, radios, cables on the tower and replace three cabinets on the ground equipment as shown on an Engineering Report with the Site ID: 3JES304D dated 3/13/25. There is no change in elevation, no increase in the numbers of antennas or cables, and no change to the locker footprint on the ground.

Ayes All: Motion Carried.

A zoning permit will be required.

SIGN PERMIT
Verizon – 21882 Towne Circle Drive – Tax Map #82.00-2-3.3 – Sign Permit.

The Board reviewed proposed signage submitted by Verizon for 21882 Towne Circle Drive, Tax Map #82.00-2-3.3 by email. Discussion followed.

Motion 44-25: Motion by Mr. Smith, seconded by Mr. Boxberger to grant sign approval for Verizon, 21882 Towne Circle Drive, Tax Map #82.00-2-3.3 as shown on plans prepared by Frohling Sign Company dated 1/20/2025. This will be a new sign 26′ x 4′ 11″ is the same location as an existing sign.

Ayes All: Motion Carried.

A zoning perimit will be required.

Mrs. Desormo stated she has an email from Target asking for direction from the Planning Board regarding the following:

• They are changing the color of their signage, do they need to submit proposed signage?
• CVS is joining their store, is this considered a multi-tenant building?
• What steps do they need to take to install a pickup/drive thru window for CVS?

Mrs. Desormo will get clarification from Target regarding what their actual plans are.

Motion 45-25: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the meeting at 4:25 p.m.
