Mr. Boxberger called the December meeting of the Town of Watertown Planning Board to order at 3:00 p.m.

Jean Waterbury will be a voting member in Mr. Smith’s absence.

The Board agreed that Tom Boxberger and Pam Desormo will remain as Co-Chairs of the Town of Watertown Planning Board for 2026.

Motion 100-25: Motion by Mr. MacAdam, seconded by Mrs. Waterbury to accept the minutes of the November 3, 2025 meeting as written and distributed.

Ayes All: Motion Carried.

Motion 101:25: Motion by Mr. MacAdam, seconded by Mr. Vaas to schedule all regular meeting of the Town of Watertown Planning Board in 2026 for the first Wednesday of each month at 3:00 p.m.

Ayes All: Motion Carried.

PUBLIC HEARING – SUBDIVISION

John Vespa & Michael Moran – Gotham Street Road – Tax Map #91.07-1-9.1 – 2 Lot Subdivision

Evidence was provided that notice was posted in the newspaper and that adjacent property owners were notified.

The public hearing was opened at 3:02 p.m. No one from the public wished to speak. The public hearing was closed at 3:03 p.m.

PUBLIC HEARING – SITE PLAN

Mike Lundy – Alexander Drive – Lot #6 – T.I. Ag Park – Tax Map #82.00-2-1.7 – Multi-Tenant Retail Plaza – Site Plan.

Evidence was provided that notice was posted in the newspaper.

The public hearing was opened at 3:04 p.m. No one from the public wished to speak. The public hearing was closed at 3:05 p.m.

SUBDIVISION

John Vespa & Michael Moran – Gotham Street Road – Tax Map #91.07-1-9.1 – 2 Lot Subdivision.

Scott Kolb, Professional Land Surveyor, on behalf of John Vespa and Michael Moran, submitted proposed plans for a 2 lot subdivision on Gotham Street Road, Tax Map #91.07-1-9.1. It meets all zoning requirements. Discussion followed.

Motion 102-25: Motion by Mr. MacAdam, seconded by Mrs. Waterbury to grant a 2 lot subdivision for John Vespa/Michael Moran on property located on Gotham Street, Tax Map #91.07-1-9.1 as shown on plans prepared by Patsy Storino, File #25-38-Watn, Drawing #1, dated 11/17/25, conditional upon satisfactory review of lot descriptions.

Ayes All: Motion Carried.

SITE PLAN/SPECIAL USE PERMIT

St. Lawrence Seaway/Greenwood Trust – 20356 County Route 63 – Tax Map #90.07-1-29.2 – Cell Tower.

James LaValle, Young/Sommer LLC, on behalf of St. Lawrence Seaway/Greenwood Trust gave a brief review of proposed plans for a new Verizon Wireless Communication Facility on property located at 20356 County Route 63, Tax Map #90.07-1-29.2.

This facility will consist of antennas and associated equipment being mounted on a 180′ lattice tower and fenced in ground equipment. The purpose of this facility is to ensure that adequate service is available in the areas identified with having coverage gaps.

All FAA requirements have been addressed. Discussion followed.

• The address needs to be changed on the paperwork. The correct address should be County Route 63 not County Route 60.

• Mr. Vaas stated that Page 2 on the EAF list the Adirondack Park Agency as lead agency. Mr. Vaas asked that this be changed to The Town of Watertown Planning Board as the Lead Agency.

The Board will review the application package that was submitted before the January 7, 2026 meeting.

Mr. LaValle will come back to the January meeting in hopes that a public hearing will be scheduled.

SITE PLAN

Mike Lundy – Alexander Drive – Lot #6 – T. I. Ag Park – Tax Map #82.00-2-1.7 – Multi-Tenant Retail Plaza – Site Plan.

The comments from the Jefferson County Department of Planning, dated 11/26/25 were entered into record (Attachment #1).

• Mr. Boxberger addressed the comment regarding a Stormwater Pollution Prevention Plan (SWPPP) consistent with MS4 requirements. Mr. Lundy already addressed this for the 8 lots on Alexandria Drive.

• The comments also addressed having the traffic study from 2019 updated.

Let the record reflect that it is the Board’s consensus that an updated study is not needed as there are no changes since the original study in 2019 was accepted and it included all 8 lots.

• Sidewalks have not been included in these plans but the road was built wider to address the bike/pedestrian lane on both sides of the road.

Mike Lundy submitted updated plans for a multi-tenant retail plaza on Alexander Drive, Lot #6 in the T.I. Ag Park.

The Town Supervisor is still working with the City of Watertown to address providing the utilities needed to complete this project. Discussion followed.

• A photometric drawing needs to be submitted.

Motion 103-25: Motion by Mrs. Desormo, seconded by Mr. Boxberger to grant site plan approval to Micro Development (aka: T.I.Ag Park, LLC) for property located on Lot #6, Alexandria Drive in the T.I. Ag Park, Tax Map #82.00-2-1.7 as shown plan prepared by MBL Engineering, PLLC, Project #22-372, plans C-101, C-102, C-103, dated February 2023, Elevation Drawing EV-1, prepared by Design Build Innovations, dated February 13, 2023, Job #055-22-003, conditional upon submission of a photometric drawing and being able to obtain water and sewer connection permits from the Town of Watertown and City of Watertown prior to a zoning permit being issued.

Additionally, the Town of Watertown Planning Board has made the following statements regarding the comments by the Jefferson County Department of Planning, dated 1/26/25:

● An updated NYS DOT traffic study is not needed as it was completed and accepted in 2019;

● A SWPPP was already submitted addressing all 8 lots on Alexandria Drive;

● Sidewalks were not included in the plans as the road was built wider with a bike/pedestrian lane on both sides of the road.

Mike Lundy – Jefferson County Industrial Park – Lot #11 – Tax Map #73.20-1-2.172 – Manufacturing Building – Site Plan.

The comments from the Jefferson County Department of Planning dated 11/26/25 were entered into record (Attachment #2).

Mr. Lundy submitted updated plans for a manufacturing building on Lot #11 in the Jefferson County Industrial Park, Tax Map #73.20-1-2.172.

A revised grading plan was submitted.

Mike LaSalle is working on updating the SWPPP and preparing a new delineation plan which will address wetlands. Discussion followed.

Motion 104-25: Motion by Mr. Boxberger, seconded by Mr. Vaas to schedule a public hearing for Wednesday, January 7, 2026 at 3:00 p.m. for site plan of a Manufacturing Building in the Jefferson County Industrial Park, Lot #11, Tax Map #73.20-1-2.172, and in accordance with the Jefferson County Department of Planning comments, the Village of Glen Park will also be notified of the public hearing.

Motion 105-25: Motion by Mr. MacAdam, seconded by Mr. Smith to adjourn the Meeting 4:05 p.m.
